COMMUNIQUE OF THE MOUVANCE MARC RAVALOMANANA

Following the joint press release by the French Embassy and the South African Embassy in Madagascar issued on April 23, 2010 on the meeting of the four Mouvance Leaders on April 28, we wish to clarify that first there is no agreement between President Ravalomanana and Mr. Andry Rajoelina on any ‘protocol’. Only a framework for discussion has been presented as shown below.

We have also been informed from reliable sources that it is President Chissano who will chair the meeting. President Chissano has been appointed mediator by SADC.

Dear Olivier
Please find the matter regarding the principles for your attention:
1. The first principle will be to reach an agreement to resolve the crisis which requires the agreement between Andry Rajoelina and President Marc Ravalomanana. Such an agreement will be considered as sufficient consensus to move the process forward. However, the optimal positions would be to obtain agreement of all four mouvances.
2. The second principle of stability would be to bring about efforts to ensure stability in Madagascar with no room for unilateral action by either party. This is to be achieved in order to prevent the escalation of conflict.
3. The third principle is with regards to transitional arrangements. This principle is there to take the process forward and resolve the impasse regarding transitional arrangements. These arrangements to be in place to ensure that elections are held which would lead to the election of a stable government based on democratic processes.
4. Any agreement aimed at the resolution of the crisis needs to deal with the past. All aspects relating to non-discrimination, pardon, amnesty etc need to be addressed and agreed upon.
